Summary of Position:
This position is responsible for the maintenance of the cooperative’s Geographical Information System (GIS). The GIS Technician will also serve as a back-up to the dispatcher and will assist the Engineering and Operations Department as needed.

Job Responsibilities:
Within the limits of established policies, procedures and budgets, assumes responsibility and has commensurate authority as delegated by Engineering and Operations Manager for the following functions:
- Perform duties in accordance with the Cooperative’s safety rules, operating regulations and practices, and report unsafe conditions and practices.
- Responsible for the creation/maintenance of all equipment locations and related connects/disconnects of equipment record in the cooperative’s Equipment Information System (EIS).
- Assists in the maintenance of the cooperative’s Geographical Information System (GIS) by obtaining, updating, and implementing all information pertaining to the electric distribution system that is provided by the engineering and operations teams through staking sheets and various other reports.
- Assists in the maintenance of the cooperative’s Geographical Information System (GIS) by obtaining, updating, and implementing all information pertaining to transportation and land-use such as roadways, waterways, and state, county, township, city, and individual property boundaries.
- Assists in the maintenance of the cooperative’s Geographical Information System (GIS) by obtaining and integrating pertinent customer and equipment information through a dynamic link between the Customer Information System (CIS), Equipment Information System (EIS), and Geographical Information System (GIS).
- Assists in the preparation of system planning and operational studies (such as construction work plans, long range plans, and sectionalizing studies) by providing the system engineer(s) with an updated electric distribution system model to be used in performing engineering analyzes (such as unbalanced voltage drop, fault current, and protective device coordination) and incorporating the results of these analyses into the cooperative’s Geographical Information System (GIS).
- Provides necessary Geographical Information System (GIS) data, drawings, and assistance required by employees to aid in the planning, design, analysis, installation, and maintenance of the electric distribution system.
- Provides all pertinent Geographical Information System (GIS) data, drawings, and assistance to external engineering firms and/or governmental agencies for use in a regional geographic information system (GIS).
- Uses several different computer languages to customize and enhance the performance of the Geographical Information System (GIS).
- Recommend improved efficiencies for the networking, usability, and operation of Geographical Information System (GIS) technology and related hardware and software may exist.
- Proficiently operates a personal computer, plotter, printer, and copy machine. Efficiently uses AutoCAD, ERSI and Windows based software including, but not limited to, Microsoft Windows, Microsoft Access, Microsoft Excel, and Microsoft Word.
- Assists in the maintenance of department files pertaining to electric distribution system equipment.
- Keeps informed on the cooperative’s policies, plans, programs, and rates. Attends safety meetings, training, and other employee meetings as required. Uses safe working procedures and looks out for the safety of others.
- Practices proper traffic procedures and complies with all traffic laws, rules, and regulations while operating a cooperative vehicle.
- Cares for and maintains all cooperative assigned equipment and supplies.
- Perform critical dispatch duties in the absence of the dispatcher.
- Assist in the maintenance of the SCADA system drawings.
- Routinely answers telephone calls, responds appropriately to the inquiries, routes the call to the appropriate person, and takes an accurate telephone call message if necessary.
- Attend meetings, seminars and training as requested.
- Subject to random drug and alcohol testing consistent with DOT regulation and Paulding Putnam Electric policies.
- Performs all other tasks and duties as assigned by supervisor.

Education and Experience:
· High school diploma or equivalency and a strong mathematics aptitude are required.
· Associates Degree in the field of GIS, Engineering, or related is desirable.
Skills and Abilities:
· Progressive duties and skill levels expected of the employee.
· The employee must be knowledgeable of all required job skills, qualifications, responsibilities and authority expected of the employee by the Cooperative.
· The GIS Technician must be able to work independently and possess the ability to formulate and implement detailed plans from a conceptual basis.
· Must possess the ability to deal with employees, members and the general public.
· Must be self-motivated to complete assigned and routine tasks on time.
· Must have the ability to write legibly and record accurately.
· Attention to detail, organizational skills and good oral communications are required.
· Must possess a valid driver’s license.
Additional Expectations:
· Maintain confidentiality regarding PPEC proprietary information and other department information. Overtime may be required to complete the duties as directed. Assistance may be expected during major outages.
· The GIS Technician has the responsibility for maintenance of the GIS system. This position has office and field responsibility that is routine involving the same or similar activities. Work may be varied and problems are difficult but the methods and procedures are clearly defined. Judgment is required and must be applied to the methods and procedures for them to work. The GIS Technician position has limited authority through the employee in charge to make decisions that may have a moderate impact on Paulding Putnam Electric’s operations. The GIS Technician progressively takes initiative in all actions and judgment while making routine decisions on operations. The employee recognizes the need that the Cooperative’s best interests can be directly affected by his/her actions.
Physical Demands and Working Conditions:
· Must be physically able to function in the position.
· The majority of the time spent in a clean, climate controlled office with occasional field work required.
· Must be willing to work in all weather conditions, including help with service restoration during storms.
· Must occasionally lift and/or move on a daily basis 50-75 pounds.
· Must be able to walk long distances, up to 2 miles, over rough terrain.
· Overtime may be required at times of heavy workload.
· Must have good hearing and visual abilities.
